Attorney Chet Bukowski has been practicing law since 1977. His practice is concentrated on construction law and litigation, representing general contractors, public and private owners, sureties, subcontractors, suppliers and design professionals. In these areas, Attorney Bukowski has developed a particular expertise in the prosecution and defense of claims involving mechanic’s liens, payment bonds and design professional malpractice, as well as claims involving public projects. He is also well-versed in appellate law, insurance law, general civil litigation, and alternate dispute resolution.

 

Attorney Bukowski has extensive experience trying complex cases before judges, juries and arbitration panels. One such case involved the roof collapse at the Hartford Civic Center; the hearings spanned more than 50 days. He has also been involved with several complex commercial construction arbitration proceedings. Attorney Bukowski has successfully argued appeals in state and federal courts, including a landmark decision on federal banking law.

 

Attorney Bukowski’s experience has not been limited to the courtroom. He served as principal outside counsel to the University of Connecticut in connection with its $1 billion “UCONN 2000” infrastructure program. As UConn’s outside counsel, Attorney Bukowski drafted a wide range of contracts, formulated bidding and procurement procedures, and provided general advice on compliance with state and federal laws and regulations. He has also negotiated and drafted contract documents for a wide range of construction professionals and projects.

 

Throughout his career, Attorney Bukowski has been committed to practicing methods of alternative dispute resolution. He has participated in all kinds of ADR proceedings, both as an advocate for his clients, as well as a neutral party.  Attorney Bukowski has completed A.A.A. mediator training, and has served on the A.A.A. and A.D.R.C. panel of arbitrators and mediators, as well as a special master in Hartford Superior Court for construction matters.

 

In addition to his law practice, Attorney Bukowski has created and presented numerous seminars and written professional articles for the American Bar Association, Connecticut Bar Association, and Hartford County Bar Association, the American Institute of Architects, Associated General Contractors, A.B.C. , as well as numerous private companies. He has been an active participant in program development and committee work for trade organizations. In that capacity, he has served as liaison between state legislators and the construction community, as well as the principal drafter of major legislation affecting private construction statewide.

 

Attorney Bukowski is admitted to practice in the states of Connecticut and California, before the U.S. District Court, District of Connecticut, the U.S. Second Circuit Court of Appeals, and the U.S. Court of Federal Claims. He has been a member of the American Bar Association, (including the forum on the construction industry), the Connecticut Bar Association, Construction Law and Alternate Dispute Resolution sections, the California Bar Association and the Hartford County Bar Association.
